the employer has faithfully carried out the obligations openned by him in his contract, the freedmen have been faithful and industrious- the crops excellent- in a fair proportion of cases better than ever, and there are no complaints coming from either party, and [[encourages?]] no trouble.

Almost all the cases that are referred to me, as to outside parties for adjudication- show upon investigation that the trouble is attributable to something for which the employer is responsible- All kinds of advantages are sought to be taken- in charging exorbitantly for rents- provision farmers had last time &c., which if countenanced by the authorities would leave the laborer after a faithful years service absolutely destitute.- But such operations are frowned upon by the better classes, and but few of these [[scamps?]] succeed in accomplishing their purposes.
