Office Asst Supt Lee, Scott & Wise Co's, Va. Estilville, Scott Co. Va. Dec 25, 1866 Bvt. Brig Gen. O. Brown, A.A.A.G. Gen, I have the honor to make the following report in regard to Bureau Affairs in my Sub-Dist. I find but little business here for an officer of the Bureau. The negroes being few and scattered and most of them having rented lands from the whites for a share of the crop are less dependant upon the whites and seem to get along much better than in those sections of the country where a certain amount of wages is paid; Out of two hundred and thirteen farm hands and mechanics in Scott and Lee Co's I did not find over ten who were working for stated wages and none who were employed. There are no schools among the Freedmen
