I have the honor to make the following report of affairs in general pertaining to the Bureau in my Sub Dist comprising the counties of Washington, Russell, and Buchanan for the month of December 1866.

As follows,
I have been employed during the month in taking the Census of the Freedmen many of whom are slow in coming up, owing to the fact that they are securing their crops from the inclemency of the winter. Those who farmed on shares this year as a general thing are satisfied for their labor in a plentiful harvest. And in having plenty for their families [[strikethrough]]to[[/strikethrough]] while the next crop, comes, but there exists a good deal of suffering amongst widdow [[widow]] women and their families for want of food and clothing. I would recommend help for this class if it is consistent. I have had over a
