General- I have the honor to make the following report, relative to the affairs of the Bureau in my Sub. District, comprising the Counties of Montgomery, Pulaski and Giles, in the 8th Dist. of Va. during the past month. Nothing of special interest has transpired since my last report, and no cases of injustice or cruel treatment of Freedmen have come to my notice. Very many of them are employed by their former Masters, who treat them kindly, and settle their claims promptly. These are beginning to re-contract for the New Year, and find it to their mutual interest to adopt the Share System, by which more work is performed, larger crops obtained, and both parties greatly benefited. There is also a better understanding of the contract System among the Freedmen, and the necessity of having written contracts for labor - whereever such contracts have been entered into, there is no difficulty in obtaining a settlement. By the Whites there is a growing confidence in the workings of the Bureau.
