In compliance with instructions contained in Circular No. 6 dated Bureau R.F. and A Lands, Head Quarters Asst. Com'r State of Va Richmond, Va January 29th 1866 I have the honor respectfully to forward the following report.

The conduct and bearing of the Freedmen during the month, has been all that could possibly be wished for, Every day bears out the fact, that they are earning for themselves the credit of good and peaceable citizens, as a proof of this the police reports for the month will bear evidence.

Owing to the inclement weather many applications are made to me for fuel. As the city authorities are issuing I have referred the applicants to them
