Office Asst Supt Bureau Refugees &c Sub Dist of Brunswick & Greenville Cos, Va Laurenceville Va, Dec 31st 1866 Bvt Maj JR Stone Supt 2d Dist F.B. Petersburg Va Major, In obedience to Circular No. 6 C.S. Hd Qrs Asst Comr Dept of the Potomac of date January 29, 1866, I have the honor to report that the Bureau Affairs of this Sub District are in a somewhat troubled state. Very many in their settlements with the Freedmen are trying to evade justice in every possible manner, as the accompanying appendix of a single case will show. The Asst Supt has had more difficulties to encounter during the last four weeks than the eight months last preceeding combined, owing to the fact that settlements are now being made for the year as the contracts are expiring.
