In Lunenburg County the Freedman with great injustice are treated by the Citizens not by any particular one but by the entire community. I consider it useless to apply this charge to any one of the people as it will apply to all, they will not rent, lease or sell land to Freedmen nor will they tolerate a Freedmen's School to be established in the County. These facts I am personally cognizant of. A more prejudiced feeling against the Freedmen exists in this County than in any of the adjoining counties.
Owing to the improvident [[strikethrough]] manner [[/strikethrough]] habits of the Freedmen, and the extortionate prices charged them for necessaries, by their employers They will have but little money at the expiration of the year and I anticipate some suffering among them this winter, to prevent this it will be necessary that this Bureau issue rations to prevent starvation as the Civil Authorities refuse to feed or in any manner care for the Destitute Freedmen of Nottaway County. In Lunenburg Co. the overseers of the Poor have not yet taken any
