Report on the condition of Bureau affairs in the Sub-District of Amelia & Powhatan counties, State of Va - made by Lieut. J.B.Clinton, Asst. Supt. Bu. R.F. and A.L. for the month ending December 31st 1866.

In this, I have the honor to state, that during this month no cases of injustice to Freedmen has come to knowledge in my Sub-District, either by individuals or tribunals. There have been daily at my office, parties to settle their accts for the year, and in each and every case they come by reason of the Freedmen not having confidence in his employer that he has in an Officer of the Bureau and would not settle until such Officer was consulted. In each case, by listening to their statements, looking over their accounts, reading to the Freedmen their contract, and explaining to them what was just between man and man, their matters have been amicably settled, all in a quiet manner.
