for their labor for the coming year and those who are holding back are doing so with the expectation of doing better - The only class of employers who encounter any difficulty in securing good hands are those who made themselves notorious by effort to take advantage of the freedmen in paying wages during the year 1866 Those men who made the best crops and who were the most severe task masters but who acted fairly and justly toward their laborers have no difficulty in the least in procuring good hands and at reasonable rates.

The contracts as a general thing which have been approved by me for the year 1867 show not only more liberal allowances to the freedmen in wages & but an improved state of feeling upon the part of both classes. I think there is far less indication
