General

Asst Comr St. Va., I have the honor to report that the feeling existing between the whites & Freedmen in my Sub District has during the past month, exhibited itself in but one overt act of hostility on the part of the former toward the latter, on whose part, as a consequence, there seems to be a corresponding degree of satisfaction.
