Reports in compliance with Circular No. 6, C.S. the feeling is unchanged and settlements are slow Contracts are made for coming year at advanced rates over last year. But few indigent and destitute in his sub district & that the court ordered the overseers of the Poor of Bedford Co. not to receive freedmen. Yet they are taxed for their support and money collected same as white for years of 65 & 66.
