I have the honor to report for the month of December 1866, in compliance with Cir" No. 6. that the feeling between the whites toward the Freedpeople is unchanged, Settlements between parties for services of last year are progressing slowly, contracts for this years services are made freely with increased wages. There is no particular suffering amongst the Freedmen in my Sub. District except by a few old & infirm. who have no children or relatives to care for them, Botetourt County has made all necessary provision for such cases. Colored persons of that county are admited to the same as whites. The overseers of
