I have the honor to forward the following report for the month ending December 31st 1866 -
I assumed charge of this Sub District on the 30th ultimo, in compliance with Special Order No 163, dated October 29th 1866, Hd Qtrs Bureau of R.F and A.L - Richmond Va -
From what I can learn I am inclined to believe there is a very good feeling existing on the part of the civil authorities towards the Freedmen, yet large numbers of complaints are daily being made to me by the Freedmen who state that their employers have not paid them for their last years services, I think it would be advisable to open the Freedmens Court at this place if only for a short time. The freedmen owing to their ignorance of the law, and to the time required in prosecuting claims before the civil tribunals, are loth the bring their claims for                                        wages before a Magistrate
