the Offices now filled by loyal men It is unecessary to dwell further on this matter, the results can easily be imagined No contracts have been made through this Office for the ensuing year, nor do the Freedmen seem desirous to do so With some exceptions of course, as good feeling appears to exist between the employer and employee, and as a whole the colored people in, the country, considering the short crops and other difficulties the farmers have to contend with, are doing well, with the exception of the children, which are growing up in ignorance. Labor is always in demand, many of them going to Maryland and Pennsylvania for work when dissatisfied with the prices here. Female laborers are particularly scarce, applications being made almost daily for this class. Rations have been issued to a few destitute Refugees and Freedpeople requiring immediate assistance, though I have not felt myself as authorized to issue in many cases where formerly it might have been considered necessary. The Schools are in a flourishing condition as will be seen by the reports herewith. All of which is respectfully submitted
