I have the honor respectfully to report that the affairs of the Bureau for the month of December 1866 is in a more encouraging state than for some time past. The Freedmen are very anxious to fulfil all contracts & The Whites are exhibiting a more friendly spirit towards them. Though there are a number drawing rations owing to infirmities and disease. Yet there are not so many as last year. There is still a decided aversion to admit Negro evidence or give him the benefit of the civil Law.
