General, 

In compliance with instructions received, I have the honor to report that affairs of the Bureau in this Sub Dist. composed of the counties of Frederick and Clark, 9th Dist Dept of the Potomac, in very fare condition. The Freedmen are industrious and nearly all self-supporting, and with perhaps the exception of a few of the most indolent class, are doing as well as can be expected. 

There has been but few contracts made for labor for the coming year, as yet, but hope, and am inclined to think, that there will be quite a number made during the coming month. I shall in future recommend to the Freedmen that they work for a specified sum in cash with board included, without regard to clothing, and think it will give generally better satisfaction.
