Bureau R. F. & A. L. Office A. Supt. Prince Wm. Co. Va. Brentsville Va. December 31st 1866. Maj. W. R. Morse Supt. 4th Va. District Sir: I have the honor to report in compliance with Circular No. 6. from Hd Qrs. A. Com. of Va. the condition of feeling existing between the Whites and freedmen of the Sub-Dist. of Prince Wm. County to be favorable generally. No outrages have been committed during the past month upon freedmen and the little civil cases arising from claims of freedmen for wages have been nearly all fairly settled by the Justices of the County. I have attended the suits but have not been obliged to interfere. There has been almost no sickness and the general prosperity of the freedmen is gratifying.
