In compliance with Circular No 6. C.S. I have the honor to report:

That Bureau affairs in this Sub District are working along finely.  That there is less opposition to the Bureau and a better feeling growing up between the Whites and Freedmen.

Freedmen have conducted themselves well indeed.  Most of the farmers have settled with their labor for 1866, and many have made engagements for the coming year, this is more general amongst those that worked for monthly wages.  With those that worked for wages there has been less difficulty in settling.  With those that worked for a portion of the crop many trivial disputes are brought to me for advice by both
