General:
I have the honor to report in Compliance with Circular No 6, Bu R.F. & A.L Hd. Qrs Asst Commr State of Va. dated Richmond Va. January 29th. 1866. The condition of Bureau Affairs in my Sub Dist for the month of December 1866 -

Very little difficulty has been experienced during the month in setting up the differences between the whites & blacks - Certainly much less than I had anticipated. All contracts for the year 1866, the most of which expire at Christmas, have been settled up satisfactorily without much trouble to the Bureau. No complaints of maltreatment of Freedmen by the Whites have been reported to me during the month. No Contracts as yet have been made for the year 1867 - in this office -
