I have received no applications for government subsistance or clothing during the month, but shall expect such applications to a limited extent in Orange Co Va. before spring. The County Authorities of Orange manifest a desire to take care of all paupers irrespective of color & have done so already to a limited extent. The County Authorities  of Culpeper inform me of their utter inability to take care of any more then the present number of Paupers at the "Poor Farm"   The colored population of this County however are self supporting

I have learned from the Merchants of this place that at least $5000. has been expended by the Cold, population of Culpeper Co Va. at this place in money, for the necessaries for the [[strikethrough]] coming [[/strikethrough]] winter - Clothing etc - within the last week. This is having a good effect upon the condition of affairs, and is working wonders for the freedmen.

The freedmen have as a general rule labored well & faithfully for their old masters during the year 1866, and in many instances at very low rates of wages, which has had the effect to dissipate
