I have the honor to make the following report of the condition of Bureau affairs in this Sub Dist in compliance with Circular No. 6 dated Office Asst. Commissioner State of Va. Richmond Va. Jan. 29th, 1866

The term for which most of the Freedmen in the Sub Dist. had contracted to labor expired at Christmas and many have already settled with their employers in a satisfactory manner and in a majority of instances both parties have adhered to their contracts with fidelity

But very few contracts have been made by the Freedmen to labor for the next year. they are unwilling to work by the year and wherever they can are renting cabins with small gardens attached
