General,
In obedience to instructions contained in Cir No 6. C.S. dated Hd Qrs Asst Comr. Bur of R.F. & A.L Richmond Va Jan 29th 1866. I have the honor to report that the State of feeling existing between the Whites and Blacks during the month of December 1866, has been generally a friendly one. no cases of outrage upon either side have been reported to me during the month.
There is no suffering for food among the Freedmen as foreseen. the crops of 1866 having been better than was expected.
