Office Asst Supt. Sub Dist of
Spottsylvania County,
Fredericksburg. Va, Dec 31. 1866.

Roberts, W.G,
Lieut, and Asst Supt &c

Reports in obedience to Cir no 6. that the feeling between whites and Freedmen, has undergone but little change, since his last report. There is an undercurrent of hatred & prejudice against the blacks, which assumes the form of wrong at every opportunity, especially when pecuniary interests are involved.
A number of complaints have been made by Freedmen. against thier employers for small balances due, A few cases of disorderly conduct occurred during the holidays - none however of a serious character.
