General
In obedience to Circular No 6 Head Qrs Asst Comr Va, Richmond Va January 29th 1866 I have the honor to report; That the Bureau affairs in this Sub Dist. are in good condition.

The state of feeling existing between the Whites and the Freedmen is gradually and surely improving.

Some of the religious societies are attaching Sunday school classes for the Freedmen, others will follow.

Some of the most prominent citizens in my sub dist expressed their astonishment and gratification at the Freedmen doing as well as they have done during the year, and their belief that next year they will do better.

Thus far I have had but little trouble about the division of Crops &c. I have been called on to act as Umpire, a good many cases, and my decision was complied with without further trouble or expense to either party.
