Reports in compliance with Cir No 6. that the feeling between the whites & blacks has undergone but little change since his last report. There is less confidence on the part of the blacks, than heretofore, caused through settlements for labor during the year, the whites in some instances attempting to defraud them out of a portion of thier wages.
