In compliance with Circular No. 6 Head Qrs Asst. Comr Bureau of R.F. & A. Lands Richmond Va dated January 29 1866, I have the honor to rep ort that the feeling between the whites and blacks has undergone but little change since my last report. There is less confidence on the part of the blacks than heretofore caused through settlements for labor during the year, the whites in some instances attempting to defraud them out of a portion of their wages. The blacks have no confidence in the civil Courts believing that they will not have justice done them.
