Reports, in compliance with Circular No 6, there has been no complaints made by the Freedmen of injustice or cruelty towards them

The freedmen seem to be well satisfied with their shares of the crops, although some received but a small amount. Freedmen prefer working on shares, because farmers pay such small money wages. Farmers do no come to him to have thier contracts executed. Has not made one for the coming year.
