In accordance with Circular No _ Hd. Qrs. Asst Commissioner State of Virginia, dated Richmond Va. _ _ 1866, I have the honor to make the following Report of Freedmens Affairs in the Sub-District for the month of December 1866.

For reasons well known to you I have remained in the town of Lexington and County of Rockbridge ever since my arrival in the Sub District on the 25" of last November, and in this way it happens that I know nothing of how affairs stand in Bath and Allegheny Counties excepting what I derive from the absence of all complaints from either White people or Freedmen in those counties, and the favorable reports which I hear from disinterested parties.

I intend to visit both Counties during the coming month, and to learn how things stand by personal observation.

In Rockbridge the natural feelings of the White citizens and freedmen towards one another are good as a general rule, though there are some exceptional cases.  The loudest complaint I hear is brought by the former against the latter on account of their unwillingness to make bargains for the year - an arrangement to which the negroes very foolishly have strong objections - The Great majority of employers seem disposed to treat their freedmen [strikethrough] kindly [/strikethrough] properly, and to pay them punctually - so that there are comparatively few complaints brought to me by the latter - and some of these
