In compliance with Circular No. 6 C.S. from Head Quarters Asst Commissioner State of Virginia I have the honor to report that during the past month this Sub District has been unusually quiet.  But one complaint of depredations having been committed has been reported to this office.  That of a party of Freedmen visiting and robbing a farm owned by John Fullum a white citizen residing near Bellhaven Accomac County. I immediately notified the complainant to seek redress of the Civil Authorities & in the event of their failing to take cognizance of it I would investigate the affair & arrest the parties if necessary and hold them for trial. I have since received a communication from him stating he would move no further in the matter.
