What his reasons were for so doing I have not learned, I have during the month given my attention to the condition of the Lands held by Bureau in this Sub District. A large amount of rent is  still due on leases for the year 1865 and as they show no disposition to pay their indebtedness I would respectfully recommend that suits be brought against all delinquents except Refugees and Freedmen who are unable to pay, in order, that hereafter the Bureau may be protected from fraud and evasion of paying rent by irresponsible Tenants I have determined to hereafter require all Lessees of Bureau property to give bond with approved security for the faithful performance of their Agreement, and to notify all tenants, except Refugees & Freedmen who are unable to do so, that they must comply with the terms or leave the premises.
