I have the honor to forward the following report of the condition of Bureau affairs in this sub-district for the month ending Dec. 31st 1866 in obedience with Cir. No. 6 Hd Qrs Asst. Comr State of Va. Jan 29th 1866. During the past month there has but little occurred beyond the usual course;
This month closes the contracts of Freedmen for the present year; these have been fulfilled with more or less punctuality on part of the laborers-they generally have done very well however, and in many cases when differences have risen more blame is to be attached to the Whites than the Cold. as they in most cases are very exacting in their demands, and difficult to please and do not show the even disposition as the Freedmen, to accept the situation in which they find
