Sir,

I have the honor to make the following report in regard to the conditions of Bureau affairs in this County, during the month ending December 31st. 1866.

Many of the freedmen have divided their crops and settled up for the year, and in most instances have done very well, but quite a number have sold their crops and squandered their money foolishly, not heeding any advice, and before the winter is over must suffer for common necessaries, they seem to think only of the present, never spending a thought for the future.

Very few contracts have been made for another year, most of the freedmen refuse to work except by the day, and refuse to do anything before the
