Captain,
In compliance with circular No. 6 dated Headquarters Asst. Commissioner State of Va. Richmond Va. January 29th 1866, I have the honor to report favorably as to the condition of Bureau affairs in my Sub Dist, for the month of December. Very few complaints are being made! I can see no reason why the Freedpeople should not do well in this section. The demand for labor is great, and good wages are being offered for the ensuing year.
