I have the honor to transmit the following Monthly Report for the month of December 1866, in compliance with Circular No. 6 Bureau R.F. & AL. Head Quarters Asst Com Va Richmond Va January 29th 1866, of the Condition of Bureau of Affairs, the State of Feeling existing berween the Whites and the Freedmen, and other facts connected with the welfare of the Freedmen in the Sub District of Nansemond and Isle of Wight Counties Va

The Condition of Bureau Affairs in this Sub District is good.  The Freedmen at the present time are about making their changes for the next Year, and where they have not been treated well and paid according to their contracts, they will not enter into contracts for the ensuing year.
