I have the honor to make the following report of Bureau Affairs in my Sub District comprising the counties of Wythe, Carroll, Grayson, Bland Smith and Tazewell for the month of January 1867,

Every thing is moving on in a very quiet and ordely manner, very few complaints being made by either whites or Freedmen, The freedmen are looking about for situations for them selves and families for the coming year, as the contracts of many closed with the last year, There is quite a number who prefer to rent or lease land to hiring by the Month, The farmers or land holders are generally liberal in making
