In compliance with Circular No 6. Bureau R.F.&A.L. Series 1866, I have the honor to report the condition of Bureau affairs for Norfolk County and the cities of Norfolk and Portsmouth. The able bodied freedmen are generally employed and enabled to procure a scanty living and support their families, but the aged and infirm are dependent upon others for support. The county makes provision for such as have been residents three years and are clearly entitled to their assistance. The cities have made provision only for the poor whites and leave the blacks to depend upon the Bureau or such assistance as they can find. The blacks of Norfolk have a Society called the Humane Aid
over
