Sir:

I have the honor to submit the following Report of Condition of Bureau Affairs in compliance with Circular No. 6, Series of 1866, Hd Qrs. Asst Comr for the period in which I have been in charge of this Sub Dist. - namely from Jan. 9th, to Jan. 24th, inclusive - 

Very few of the Freedmen seem to have improved their condition since their freedom, the number of those saving money and improving their condition does not seem to form, as yet, a distinct class

There has never been any Schools in the County so that there are but few who have any idea of reading, or writing; upon the subject of School the Freedmen express themselves very earnestly seeming to desire their establishment more than anything else
 
From what information I have I judge that there has been a material decrease of the Colored population during the past year - numbers of them have gone into North Carolina, others have been taken away by men in search of laborers for the more Southern States.  I am informed that a party of one hundred and fifty were taken away from the County Seat during the Holidays - the greater part of the  party being men from
