Sir:
I have the honor to report that the condition of Bureau affairs remains without material change since last report.

The terms of contracts made between whites and freed people in the spring for labor have been generally complied with; a few complaints by freedmen of unsatisfactory distribution or division of crops by their employers have been received; in all such cases close personal investigation has been made and the terms of the contract enforced.

The subject of schools still occupy the attention of the freedmen, but no other propositions for building houses has been made. In the lower part of New Kent County the freedmen have trouble in getting an eligible site for the school-house, for the land holders will not allow them to build on their land nor credit them for it; they are still
