I have the honor to submit the following report in regard to affairs in general pertaining to the Bureau.

I can only report in regard to a portion of my Sub dist as having no horse I have not visited Floyd or Craig Co's this month.

The freedpeople of Roanoke Co are not getting along as well as when I was previously stationed here; money being very scarce among the whites many of them have only partially paid their negroes for the past years' labor and the large farmers propose to reduce the price of labor for the next year; they propose to pay farm hands $100.00 per year and allow them house and garden spot, rations for the working hands, and 10 loads of wood per year.
