I have the honor to make the following report of Affairs in General pertaining to the Bureau in my Sub District Comprising the Counties of Washington Russell Buchanan Scott Lee and Wise for the month of January 1867.  As follows,
There are a kinder feeling growing amongst all classes of the whites than existed heretofore toward the Freedmen.  And a more Seeming respect for his rights.  I attribute this in a measure to the industerous habbits of the latter. And their Seming ability of taking care of themselves.  They receive impartial Justice from the Courts.  And the impositions practiced upon them by bad men are now rare occurences.  The oppositions toward their Education and against Northern
