In compliance with Circular No "6" Hd Qrs Asst Comr State of Va I have the honor to submit the following report on the condition of Bureau affairs in this county

Some considerable difficulty exists in getting the Freedmen to make contracts to work for the year. This is confined chiefly to those without families. Those having families finding it necessary to procure Homes, readily contract for the year, but the young men more particularly those who have saved anything from their earnings of last year are unwilling to contract for a longer period than a month at a time, and many refuse to go to work at all and it is presumed will not, until their money is all spent, and they will be obliged to do so.

The best of feelings continue to exist between the whites and colored of this county, and the instances of attempted oppression or abuse on the part of the whites are rare, and are confined entirely to that class of people of no character or standing, the general desire being that
