In compliance with the requirements of Circular No 6. series of 1866. H'd Qrs Dept of the Potomac, Bureau of R.F. & A.L. I have the honor to report. that affairs have been unusually quiet in this sub-district during the past month. I do not know to what cause to attribute this state of facts, unless it be. that it has been the time during which farmers have been securing hands for the coming summer, and fall obliged to treat them well. I have not received a complaint of special interest during the month. During the latter part of the month. I have been staying at this place and have often heard the people remark the general quiet. From what I have seen of the people here, I do not think they are of a class to treat negroes well. The first night I was here, some
