In compliance with the requirements of Cir No 6. Hd Qrs A.C. Richmond Va. Jany 29. 1866, I have the honor to submit the following report. relative to the condition of Bureau affairs in this Sub Dist. during the present month.

A friendly feeling generally exists between the white and freed people.

There is but little sickness among the freed people, there being no prevailing epidemic.

The cases of violation of law among this class, and complaints of injustice towards them by the white citizens, have been but few during the present month.

The cold weather of the month, by causing a scarcity of labor, has increased the number of "destitutes"

There is a scarcity of clothing for the children of those who have not been classed among the destitutes.  This winter is more seriously felt as it deprives these children of the benefits of the school which is now in successful operation at this place; but the want is general.

From information which has recently come to me, I believe that (200) two hundred suits of children's clothing should be distributed, a requisition for which I have the honor
