Reports in compliance with Circular No 6. H'd Qrs Asst Comr. State of Va. January 29, 66, that the affairs of the Bureau are progressing very quietly in that Sub Dist. The principal duty seems to be giving advice to the Freedmen. State of feeling between whites and Freedmen is rather amicable. Is little or no litigation as to the fulfillment of Contracts for the year 1867.
