Mr. Langhorne the President of the institution is blind; he obtained the charter in 1861, intending to carry out the design with his own private means - but the war put a stop to his operations. He is an enthusiast on the subject and it is to be hoped that all attempts to withdraw, or curtail the priveleges of the institution will be unsuccessful.
