Disposition of the Whites towards the Freedmen.

The respectable and intelligent classes of Citizens are disposed to treat the Freedmen fairly, and even kindly, but there are so few of this class of citizens, in this Sub District, that instances of the kind are rare. The prevailing rule appears to be cheat and swindle the Freedmen if at all practicable.

Destitute Freedmen.

Their number is not large at present, but during the coming Spring and Summer I beleive several will be thrown on our hands for support, owing to the fact of the Civil Authorities refusing to care for colored paupers.
