General
I have the honor to report that the feeling existing between the white and blacks is not very good.

The intelligent class of whites in almost every case seem disposed to treat the blacks very kindly, while the ignorant class of whites are very hostile toward them and especially those who are not in their employment.

Nearly all the blacks have been paid for their past years work and over one third of them have gone to Petersburg Richmond and Norfolk and it is almost impossible for the farmers to get labourers at the present time as they do not wish to leave the cities and no doubt it is for the best as it causes more through necessity than otherwise
