In compliance with instructions received, I have the honor to report the affairs of the Bureau in this Sub-Dist. composed of the Counties of Frederick and Clark. Va. 9th Dist, Dept of the Potomac, in a very favorable condition. I have heard but few if any complaints (which is an unusual thing) on the part of the Freedmen during the past months and think as a general thing that they (The Freedmen) are doing very well in evry respict.
I think however, that the reason why the Freedmen have not had occasion to make as many complaints during the past month as usual is, because the Whites generally are feeling better disposed towards them just at this particular time on account of its being the anual contracting season, therefore it is to their (the Whites) interest to use them as well as they think circumstances will permit.
