And though the Freedmen have made but few contracts with the assistance of this office for labor during the comeing year, they are getting along very well as they understand such matters better than heretofore, and a greater portion are acting upon suggestions made by me as agent of the Bureau in regard to there pay, which now, that they work for cash only and not take clothing or other articles in consideration thereof. 

The testimony of Freedmen are, as far as I know, and am able to learn, received by the Courts of Justice in this Sub-Dist, without any objections in most if not all cases, I have not been notified of any arrests haveing been made of Freedmen during the past month of any importance nor have I been called upon to attend any trials of a material character and think there is none pending except those referred to in my last Monthly Report.

The Schools in this Sub-Dist. are in better condition than at my last report, they are better attended and doing better in every respect. 

I have issued more Rations during the past month than the previous one, on account of more sickness prevailing among the Freedmen, and the extreme Cold Weather that prevented some from obtaining necessary
