B.R.F.&A.L. Office Asst Supt
Counties Rockingham Shenandoah
Woodstock Va Jany 31st 1867

Maj Gen J. K. Scofield
Asst Comr

Genl,
I have the honor respectfully to report no change in "Bureau Affairs" since my last report. We have two very good schools here under efficient teachers, and both in a flattering condition as to attendance, though they have not been started long enough for advancement.
I have heard only a few minor complaints from Freedmen in regard to settling up for the last year, and those were easily disposed of without arbitration. The Farmers do not seem disposed to record their contracts for the coming year in this office, but I anticipate no trouble thereby.
Very Respectfully
Your Obt Sevt
